What lies ahead for call centre off-shoring in the US?

According to Computer World UK, a team within the US Congress is attacking the off-shoring of call centres by US companies. They are introducing a bill which would penalise any organisations that choose to off-shore their call centre by making them ineligible for federal grants or loans. The argument is that outsourcing call centre services does not help improve the unemployment rate in the US economy.
